Gregory Passwaters
I am honored to share that I have chosen Gregory Passwaters to serve as Major in my administration if elected to the Cecil County Sheriff’s Office.

Gregory is a familiar face and a lifelong public servant dedicated to Cecil County. He began his career in law enforcement in 1997 with the Cecil County Sheriff’s Office under Sheriff William J. Killough Sr. For 28 years, he proudly served our community—earning multiple Sheriff’s Salutes, Life Saving Awards, and recognition from citizens and neighboring agencies alike. His reputation for integrity, compassion, and hard work speaks for itself.
After retiring in July 2025, Gregory looked forward to spending more time on the water doing what he loves—commercial crabbing. But when his longtime friend and colleague Chris Sutton shared his vision for restoring trust, accountability, and community connection within the Sheriff’s Office, Gregory knew he couldn’t sit on the sidelines.
He joined the Sutton for Sheriff Campaign Team because he believes Cecil County deserves positive change—and he’s once again ready to serve the people who mean the most to him: his community.
Gregory and his wife, Jamie, reside in beautiful Earleville, Maryland.

Christian Stamm
We are honored today to introduce Christian Stamm, whom I have selected to serve as Chief Deputy in my administration, if I am elected Sheriff of Cecil County. His experience, integrity, and dedication makes him an exceptional choice for this role. We are proud to have him on our team and also serving our county.

Christian brings more than 20 years of comprehensive law enforcement and public safety experience, marked by operational competence, administrative leadership, instructional expertise, and a career-long record of integrity, courage, and community-focused service. His professional background spans patrol operations, criminal investigations, youth engagement, crisis response, organizational development, and executive-level program management—making him uniquely prepared for the responsibilities of Chief Deputy Sheriff.
Christian's foundation in the criminal justice system began with an internship with the Northampton County Correctional Facility and Northampton County Adult Probation & Parole, where he gained early exposure to correctional operations, offender management, case supervision, institutional procedures, and the broader criminal justice process. This experience provided a practical understanding of rehabilitation, reentry considerations, and the interconnected roles of law enforcement, courts, and correctional agencies—knowledge that continues to inform his approach to public safety and community accountability.
During his tenure with the New Castle County Police Department, Christian served as a Patrol Officer, Corporal, Field Training Officer, and Community Services Officer. In these roles, he supervised officers, led criminal investigations, authored complex reports and search warrants, and conducted enforcement operations resulting in hundreds of felony arrests, weapons seizures, narcotics recoveries, and successful case clearances. His work developing the Youth Police Academy and serving as a Police Athletic League (PAL) Officer reflects his long-standing commitment to community-based policing, mentorship, and proactive crime prevention. His professionalism and heroism were recognized through departmental commendations, including an award for bravery and commendation of merit for his investigative work.
Christian's formal education includes a Bachelor of Arts in Sociology/Criminal Justice from Moravian College, supported by an extensive portfolio of professional certifications and advanced training. These include Delaware Council of Police Training Certification, Delaware State Constable Certification, Incident Command and Police Supervisor Training, ALERRT and A.L.I.C.E. Instructor Certifications, Certified Police Training Instructor credentials, firearms and defensive tactics certifications, interview and interrogation coursework, mental health and crisis-intervention training, emergency vehicle operations, and additional tactical and investigative programs. His credentials represent a well-rounded mastery of both operational leadership and modern policing standards.
As a Delaware State and NASRO (National Association of School Resource Officers) Certified Constable, Christian serves in high-liability environments including K–8 schools, high schools, and hospital systems—exercising peace officer authority to protect life and property. He conducted threat assessments, develops emergency response plans, implements safety protocols, coordinates crisis operations, and maintains security in these institutions. His receipt of a life-saving award during this service demonstrates his capability to act decisively and honorably under pressure.
Beyond traditional policing roles, Christian has a proven record of administrative and organizational leadership. As Head Coach of Wilmington University’s NCAA Division II Track & Field Program, he built a championship-level collegiate athletic program from the ground up. He managed budgets, developed strategic plans, supervised staff, ensured regulatory compliance, coordinated logistics, led public communication efforts, evaluated personnel, and guided students to regional and national recognition. This experience directly parallels the executive, management, and planning responsibilities required of a Chief Deputy Sheriff.
Throughout his career, Christian has contributed significantly to policy development. He has authored and implemented departmental policies, emergency plans, safety protocols, and operational guidelines for schools and law enforcement settings. His experience in policy creation, curriculum design, and organizational compliance through the Delaware Board of Constables and Wilmington University Criminal Justice Institute reinforces his expertise in modern law enforcement administration.
Christian's selection is not only justified—it is strategically advantageous for the long-term effectiveness, professionalism, and stability of the Cecil County Sheriff’s Office.
